But Rays starter Erik Bedard struck out Luis Jimenez and retired Collin Cowgill on a grounder to strand the runners and preserve a 1-0 lead.
In the seventh, Scioscia got another Reynolds out call at second reversed. Instead of an inning-ending double play, Mike Trout was ruled safe, advancing on an Albert Pujols fly to center that also sent Collin Cowgill to third.
"I thought both those tags just didn't get there in time," Scioscia said. "We had to wait and look at them, and that's what we thought."
But reliever Joel Peralta, replacing Jake McGee, struck out Howie Kendrick, maintaining a 5-2 Rays lead.
The Angels are 6-4 on replay challenges, and rallied to win the game, 6-5, on Trout's three-run walk-off homer in the ninth.
